How to report child sexual abuse in India

Every 15 minutes a child is sexually abused in India. And statistics like these keep getting stringer as we dig more in detail about what makes a child so unsafe in India. In 2012, the government of India passed a law POCSO (Protection of Child from Sexual Offences). The law was aimed to protect victims of child sexual violence in order to get justice in a manner they don't feel uncomfortable. But all the mandatory steps mentioned in the act don't apply in real life. We wonder why is that?
